The theme of the 8th meeting of the Advisory Committee on STI was “ICT’s transforming agricultural science and innovation: implications for ACP agriculture”. The meeting comprised of plenary sessions with presentations from the different organisations represented and focussed on the use of ICT’s in different contexts and the potential it has for agricultural development. Besides, the participants worked in groups to discuss specific issues. To streamline these sessions use was made of software developed by WING in Wageningen. The issue of young professional integration was raised several times. Some presentations referred to it in the context of the development of university curricula and promotion of agricultural education, other made special reference to young agricultural entrepreneurs, the issue of interesting girls and maintaining youth in agriculture was also raised several times.

ICTs transforming agricultural science and innovation – implications for ACP agriculture The ACP agricultural sector faces numerous challenges in effectively satisfying the food and nutrition needs of its growing population and the requirements for competing in global markets in addition to fulfilling its role as a driver of economic growth and social development. These challenges are compounded by (i) under investments in agriculture, science, research, tertiary education and inadequate physical infrastructure, (ii) dwindling natural resource base – land and water, climate change and soil degradation, (iii) declining human resource base with the necessary competencies and skills to generate, access, contextualize and optimize knowledge and technologies, (iv) inadequate recognition of local / traditional knowledge and (v) the global economic meltdown and energy crisis. ICTs hold the potential but there is need to overcome the barriers to making optimum use of science and technological innovations if the ACP region is to fully participate in the global knowledge system for improving ACP agricultural performance. Investments in physical infrastructure and human resource development must increase.

CTA convened the 6th meeting of the Advisory Committee on Science & Technology (S&T) for ACP Agricultural and Rural Development from November 12 – 16, 2007 at its Headquarters in Wageningen, The Netherlands. The theme for this year’s meeting was “Advancing the ST&I Policy Dialogue – Increasing Performance and Impact”. The overall objective of the meeting was to strengthen inter and intra-regional ACP and ACP/EU ST&I collaboration for directing the ST&I policy agenda to enhance agricultural performance in the ACP Group of States. Over the five day period, the Advisory Committee: Discussed ST&I developments and related issues which impact on the future of ACP agricultural and rural development and identified strategies for influencing the agricultural science technology and innovation (ASTI) policy processes. Intellectual property rights as a strategy for sustaining innovation was given special attention; Reviewed and made recommendations for finalizing the draft ACP policy briefs on Biofuels, Fisheries and Livestock, approved them in principle and developed strategies for their wider dissemination in the ACP region; and Reviewed and approved proposals for operationalizing the CTA’s Science and Technology Strategies programme 2008 – 2010 including strengthening the Advisory Committee and redesigning the knowledge for development web portal http://knowledge.cta.int.
