Most of you will recall that, in the framework of the multi-year collaboration programme on research and capacity development between the Ethiopian Institute of Agricultural Research, the Universities of Addis Ababa, Jimma, Haramaya, Hawassa and Mekelle and Wageningen University and Research Centre, we issued our first newsletter in November 2009. In the present edition you will find brief paragraphs that bring you up-to-date with developments in the various collaboration activities, including those on oilseeds, climate change, natural resources management and soil fertility, pesticide management, etc.

The first edition of the 2010 varsity Focus, the newsletter of the University of Nairobi brings a collection of recent developments assesses achievements in the last five years and gives a synopsis of the major milestones. It highlights the infrastructural development that has taken place in the last five years – the period coinciding with the installation of a new management team at the University. The reform process at the University has directly led to the increased enrolment of students. The student population has shot to 49,000 up from 32,000 in the last five years. Student organizations have been active and more disciplined while links with local and international students have boosted networking. ICT being the driving force in the modern life has not been left behind. To this end, the University has acquired more than 5,400 PCs and installed internet hot spots at various points within the University

In 2009, the Copenhagen Conference issued the Copenhagen Accord, recognizing that climate change is one of the biggest global challenges, and in developing countries, is an addition to current social and economic development and poverty alleviation challenges. The Accord set some guidelines on targets and mechanisms of control and agreements. The year 2015 was set for assessing implementation of these commitments. In Africa, the Accord is welcome but the task of implementing it is daunting, because most of the applicable targets and mechanisms are difficult to implement using global data. Continental, regional and local implications in Africa can only be achieved if existing data are generated and analysed based on local conditions. We therefore welcome the commitment of developed countries towards developing countries particularly Africa, to enable and support enhanced action on reducing emissions from deforestation and forest degradation (REDD-plus), adaptation, technology development and transfer and capacity-building, for enhanced implementation of the Accord.Africa requires coordinated effort to benefit from the proposed Copenhagen Green Climate Fund and to become part of the proposed High Level Panel, and Technology Mechanisms. The African scientific community, especially agricultural researchers, while working with the relevant institutions from the civil society and African government agencies, will have to know their roles and responsibilities to strengthen African capacity to negotiate, deliver and implement this Accord.

Strengthening Capacity for Agricultural Research & Development in Africa (SCARDA) is a three-year, DFID-funded FARA Project being implemented in the sub-regions of sub-Saharan Africa by ASARECA, CORAF/WECARD and SADC/FANR. SCARDA Outcomes is a quarterly newsletter published by SCARDA Management Team at FARA that aims at updating our stakeholders on the experiences and gains from implementing the project. A growing body of evidence indicates that institutional learning is an essential pre-requisite to improved decision making by research managers and thus to beneficial institutional change. This is particularly relevant for capacity strengthening initiatives where behavioral change is often the key to success and where support needs to be sustained over relatively long periods of time. For these reasons, SCARDA has a strong learning orientation and this implies that the planning, monitoring and evaluation framework needs to be flexible enough to accommodate unpredictable change.

The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) seeks to use emerging technologies and opportunities offered by ICTs , and particularly Web 2 Tools, to hasten achievement of her mission. RUFORUM’s mission is to strengthen capacities of universities to foster innovations responsive to demands of small-holder farmers.

The March 2009 CIRAD Newsletter feautures besides articles on Global change: what impact is it having on diversity in the forests of the Congo Basin? and Agrofuels: vegetable oils are on a par with diesel an article on Agrimonde: scenarios and challenges for feeding the world in 2050. It should not be impossible to feed the world in 2050! However, research should be looking again at how it is tacking this issue. This is the conclusion of a report by the Agrimonde foresight study on agriculture and food worldwide by the year 2050, published in February 2009. The study has been conducted by CIRAD and INRA since 2006.

In 2007 and 2008, the role of input subsidies in stimulating growth and addressing food security and poverty alleviation objectives has re-emerged as an important agricultural policy debate. The sharp increases in world food and fertilizer prices created a sense of urgency in meeting productivity and social welfare goals. It put fertilizer subsidies high on the list of options for government and donor responses to the crisis.
